About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.

CSBA provides end-to-end project management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The team within CSBA includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery. The Office of the CEO incorporates Safety, Commercial & Legal, Reporting & Administration, and Governance & Assurance functions. The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria. Project Development and Advice sits within the Program Delivery unit but develops new capital projects and provides advice across the whole of CSBA.

About the Role

Reporting to the Director, Project Development & Advice, Project Schedulers work as part of multi-disciplinary project teams across the CSBA. The Project Schedulers have primary responsibility for developing, implementing, and monitoring complex project schedules to ensure successful project estimation and delivery, within a construction focussed environment. In this role you will:

  • support the CSBA's project teams in the development of project programs to ensure project costings, completion targets and construction programs are realistic, and performance can be readily monitored and reported.
  • review the integrity of project schedules and work with project leads to provide regular updates on project progress and develop and implement new and improved processes to support the delivery of project objectives.
  • undertake detailed review and evaluation of the construction Contractors' tender programs for projects and provide evaluation recommendations based on key selection criteria.

About you

As our ideal candidate, you will have:

  • sound knowledge of project management and programming methodologies and hands on experience of their application during all phases of project delivery, preferably within a government setting.
  • ability to develop detailed development and delivery programs for social infrastructure projects from first principles using measured quantities and industry accepted productivity rates.
  • experience with planning, programming and reporting on all work elements, disciplines and phases of social infrastructure delivery including design, planning approvals and land acquisition, procurement of contracts, construction, testing, commissioning and operational readiness.
  • experience in performing program risk analysis to estimate a range of likely program durations and completion dates.
  • excellent stakeholder management, problem solving and organisation skills.

Relevant qualification in Engineering, Science or a related discipline is highly desirable.
