About us

VCAT is a tribunal that hears and decides civil and administrative legal cases in the State of Victoria, Australia. Established in 1998, we are the busiest tribunal in Australia. We finalise more than 85,000 cases a year – mostly disputes – at over 46 venues across Victoria. We serve the community by resolving disputes and making decisions about human rights cases, for example by appointing guardians for vulnerable Victorians. We do this in a timely, cost

effective and efficient way.

About the role

The role of the Manager Data, Insights and Decision Support is to:

  • provide authoritative advice to the VCAT's senior leadership on the performance to support decision making.
  • create and lead the use of timely, robust and effective decision support tools to improve evidenced based performance management.
  • develop and lead the adoption of best practice in data quality management; and develop and implement tools which support operations, planning and resource allocation.
  • create clear standards and procedures to improve information management, including rules for management of metadata, identification of system gaps and promotion of business practice which maintains data quality.
  • lead the use of data to consistently and accurately identify performance trends, bottlenecks and data quality issues.

About you

To be successful, you'll need:

  • Proven experience in successfully leading business change within the complex organisation environment
  • Proven experience in upgrading legacy reporting systems to real-time online reporting solutions.
  • Proven experience in designing and developing data models for use in a web based data warehouse
  • Proven experience in working with operations to co-design, develop and deploying decision support tools
  • Expert knowledge and skill in using a range of reporting tools such Business Object 4.2, Crystal, SQL, relational databases and modern business intelligence tools.
  • Proven ability to identify process inefficiency and to develop tools to automate business processes using contemporary techniques and tools
  • Advanced and expert knowledge of the CSV IT network and Caseworks database and Tribunal Management System Database, will be an advantage.
  • Experience in statistics is desirable.
