Reporting to the Director, the Program Manager, Cost Recovery will be responsible for leading and overseeing a program of work to deliver cladding rectification programs across the state. This role also plays a critical role in informing a dynamic policy response to the complex issues associated with cost recovery. This is a fantastic opportunity for you to showcase your leadership and skills in a crucial leadership role within a large highly regarded State Government Department that is committed to making Victoria more sustainable and liveable. This is a fixed term temporary role up until June 2022 (subject to business requirements) paying between $78-$104 per hour + super (inclusive of a casual loading) and is located in the Melbourne CBD.


  • Oversee and drive the implementation of the programs, including devliery of the operational functions, oversight of matters, delegated decision making and the making of recommendations for escalated decisions.
  • Support the operation and deliberations of relevant interdepartmental committees, boards and working groups.
  • Provide authoritative advice and recommendations to executive leaders and relevant stakeholders.
  • Providing expert advice to help guide a dynamic policy response to cladding cost recovery, especially in managing emerging issues, risks and opportunities
  • Manage and supervise staff, including providing formal and informal feedback and coaching, supporting professional development, and driving a positive and collaborative work culture.


  • A tertiary qualification in law or extensive experience in managing complex legal or regulatory matters is required.
  • Demonstrated excellent conceptual, analytical and problem-solving skills with the ability to prepare and manage strategies for complex matters and to deliver robust and viable solutions.
  • Exceptional communication skills, both written and oral, with well-developed negotiation skills and ability to balance a broad range of complex issues to achieve a strong outcome.
  • Strong commercial acumen is required.
  • Exceptional risk management skills, identifying emerging risks, issues and opportunities and developing stragies to address risks, including in informing strong policy outcomes.
  • High level program and project management experience and expertise in a complex stakeholder environment is required.
  • Understanding of government and demonstrated experience in the management and successful delivery of complex projects in a multi-stakeholder environment is required.
