The Role

The EL1 Program Planning and Controls Manager (PP&C) Manager is expected to develop and maintain the Schedule elements of the FSP Program, both tri-partite Program elements and bi-lateral Project/Contract level. They provide services to the Program to support the integration of the Performance Management Baseline(s) of the FSP Program and co-ordination of multiple Program stakeholders. Without supervision, the EL1 PP&C Manager is expected to:

  • Maintain and implement the FSP Schedule Management Plan (SMP);
  • Develop and maintain the Acquirer’s Work Breakdown Structure (AWBS) for the Program Work Breakdown Structure (PWBS);
  • Maintain and support the FSP Schedule Architecture and FSP Capability Integrated Master Schedule (CIMS);
  • Govern and support the FSP Integrated Master Schedule (IMS) and Contract Master Schedule's (CMS's);
  • Prepare Baseline Change Requests (BCR) and support change management processes;
  • Establish and maintain the structural health of schedule(s) in accordance with DCMA guidelines;
  • Provide regular schedule reports, including schedule variance and trend analysis, for stakeholders & management;
  • Routinely undertake Critical Path analysis with appropriate support and engagement;
  • Develop and routinely undertake Schedule Risk Analysis (SRA) and Monte Carlo Analysis to support predictive assessment of schedule outcomes;
  • Manage and support the conduct of Integrated Baseline Reviews (IBRs) and Earned Value Management System (EVMS) System Reviews;
  • Provide technical guidance & peer review within the FSP PMO Project Scheduling Group;
  • Lead, supervise and train Cost Schedule Analysts and Project Schedulers in FSP; and
  • Support FSP and act as the PMO representative to the CASG Centre of Performance Excellence on Schedule Matters.

The Australian Government is laying the foundations for a nationwide naval shipbuilding enterprise to support the implementation of the Naval Shipbuilding Plan. The Plan outlines the Australian Government’s vision for the Australian naval shipbuilding enterprise and the significant investment required in coming decades. Submarines are a unique Defence capability and play an essential role in supporting Australia's maritime security, and your work within the program, by engaging with Navy and Industry suppliers will ensure that Navy has an enduring and potent Submarine capability.

In our Future Submarine Program (FSP) team, you will be part of a large and complex program tied into the National Naval Shipbuilding Plan. Our Program intends to deliver a fleet of 12 regionally superior conventionally powered submarines to be known as the Attack Class. The Attack Class fleet will be built in Australia by an Australian workforce, at a purpose built Submarine Construction Yard, which will be owned by the Commonwealth through Australian Naval Infrastructure. Our Program, currently in the design stage and working with Naval Group and Lockheed Martin Australia, will provide Australia with an enduring sovereign submarine capability, with the ability to build, operate, and sustain submarines in Australia into the future.

We seek an outcome focussed Program Controls and Planning Manager with:
  • A deep understanding of CASG's Planning and Controls policy, process and tools and the ability to recommend and implement tailoring (if required) to enable the Program's objectives to align with the Program Strategic Objectives;
  • Demonstrated expertise in Program, Schedule and Risk Management and reporting in a highly complex, large scale program;
  • A collaborative approach to stakeholder engagement with flexibility to respond to the changing context and shifting priorities of the program are crucial; and
  • A demonstrated ability to train, develop and lead Project Schedulers and specialists staff.
