JOB DESCRIPTION

The Barring Djinang VET/TAFE graduate program places graduates with a Certificate III or higher in jobs across metropolitan Melbourne and regional Victoria. This program creates a new pathway to public sector careers for Aboriginal and/or Torres Strait Islander vocational graduates.

Role Description

The Graduate will spend time with each team (work stream). 

1. Agreement Negotiation:

The Agreement Negotiation team is responsible for DELWP's contribution to the negotiation and settlement of native title claims and agreements (a process led by the Department of Justice and Community Safety (DJCS) under the TOS Act and NT Act. The team also provides oversight in the administration of procedural rights processes for future act and land use activities occurring on Crown land.

2. Agreement Implementation:

The Agreement Implementation team is responsible for leading the implementation of DELWP commitments arising from native title outcomes, Recognition and Settlement Agreements (RSA) under the TOS Act and other agreements such as Cooperative Management Agreements with Traditional Owner Corporations in Victoria. The team has accountability for providing policy advice and policy development in relation to implementation activities. The team also leads DELWP's work in support of joint management implementation planning with Traditional Owners, DELWP regions and Parks Victoria (PV). 

3. Governance Support:

The Governance Support team leads the TOAU's core business and administrative functions, and these occur across two streams: 


• governance oversight, advice and strategic support on behalf of the Minister for Energy, Environment and Climate Change to Traditional Owner Land Management Boards (TOLMB) and other Traditional Owner advisory bodies. 


• general support in the execution and monitoring of funding agreements associated with settlement outcomes; monitoring the TOAU's budget and general administration.

Existing Skills

An understanding, knowledge or experience in the following areas would be advantageous: 


• Natural Resource or Environment Management 


• An understanding of the Traditional Owner Settlement Act 2010 and Native Title Act (Cwlth) 1993 


• Administrative skills 


• Communication – preparing letters, emails and reports; regularly communicates with and supports team members. 


• Planning and organising – identifies processes, tasks and resources required to achieve a goal
