JOB DESCRIPTION

Eden Ritchie Recruitment are looking for an experienced WHS Compliance Advisor for an initial 12-month contract and 2 x 1 year extension options, working within a State Government Department

Reporting to the Director Project Support, you will provide advice in compliance, governance and WH&S matters in a regulated environment focusing primarily on planning, property and development related activities. You will provide operational direction for the safety function across the department by ensuring that employees and contractors operate within a safe and compliant environment. You will be responsible for the management of the safety systems including reporting, audit and assurance. You will lead safety initiatives across the organisation working closely with internal and external stakeholders to promote safety performance across the department’s worksites.

You will also provide high level expert support and operational advice to the Director Project Support in compliance and safety issues. You will procure, manage, analyse and provide advice based on reports from subject matter experts on complex matters related to the role.

COMPLIANCE FUNCTION:

  • Lead, manage and plan the annual compliance management activities including the schedule of planned audits and undertake unplanned/unscheduled audits as the need arises
  • Undertake complex audits for a range of external large-scale construction projects, approve compliance and/or identify non-compliance and provide recommended changes with the appropriate Project Director, in consultation with the Director, Project Support
  • Investigate, make recommendations and manage complaint matters referred by various business units of the department in relation to possible breaches of Priority Development Area (PDA) development approvals or unlawful uses of premises within PDAs.
  • Assist the business units to maintain relationships with a range of stakeholders including local governments, water utilities, other authorities and the community to facilitate good development / infrastructure outcomes.
  • Provide compliance related advice, input and significant assistance into the lifecycle management of PDAs including ongoing review and process improvements
  • Interpret and evaluate and proactively consult with business units about the impacts of proposed legislative amendments as well as changes to operational, governance and best practice standards
  • Assist all business units of the department to achieve best practice compliance in enterprise risk management in the delivery of property development projects and infrastructure.

WHS FUNCTION:

  • Manage and maintain the WHS function to meet the department's legislative requirements and recommend best practice standards and governance.
  • Lead the implementation and continuous improvement of the WHS Management System and its supporting elements across the department.
  • Manage and direct the safety activities within the organisation.
  • Ensure the department's compliance with WHS legislation, project WHS plans and Safe Work Method Statements.
  • Monitor the department's WHS performance against objectives, and initiate enhancement and implement approved corrective actions when required.
  • Identify and evaluate the strategic and operational risks for the department in its oversight WHS role, develop options and recommend solutions to minimise project and enterprise risks.
  • Develop and lead the annual internal WHS audit and implementation of recommendations.
  • Any other function prescribed by regulation.
