You will provide advocacy on behalf of children and young people in compulsory conferences and hearings in the Queensland Civil and Administrative Tribunal and proceedings in other forums in Brisbane and regional Queensland.

To represent Blue Card Services on behalf of children and young people, and to provide expert legal advice and direction to internal and external stakeholders in relation to child protection and advocacy issues and the screening provisions of the Working with Children (Risk Management and Screening) Act 2000.

Key Responsibilities

  • Assess and collate evidence in preparation for advocacy, analysing information and determining additional requirements (if any) in relation to evidence.
  • Prepare briefs and questions for witnesses for advocacy, and obtain and coordinate additional information in relation to evidence (e.g. expert witnesses, other witnesses).
  • Liaise with the Queensland Civil and Administration Tribunal and legal representation/applicants in preparation for advocacy.
  • Appear on behalf of Blue Card Services and advocate on behalf of children and young people in compulsory conferences and hearings in the Queensland Civil and Administrative Tribunal and proceedings in other forums.
  • Consult, liaise and negotiate with external stakeholders, particularly at the tribunal and court level, to maintain a strong working relationship in order to facilitate advocacy in the best interests of children and young people.
  • Prepare reports, correspondence, submissions, and documents that are clear, concise, accurate, timely, and in accordance with current legislation, case law and/or Blue Card Services' practices and policies.
  • Case manage review files for matters before the Queensland Civil and Administrative Tribunal to ensure appropriate prioritisation and the efficient and timely conduct of matters.
  • Conduct relevant research and maintain up to date and in-depth knowledge of the relevant governing legislation.
  • Undertake the assessment of employment screening applications, on an ‘as needs' basis, including:
- reviewing file information, and identifying and requesting further information if required

- applying relevant legislative knowledge and legal experience to conduct a risk assessment in the best interests of children and young people

- conducting an in-depth analysis of file information to determine the sufficiency of evidence to support a recommendation, and

- writing and reviewing recommendations with respect to the eligibility or otherwise of applicants to hold a blue card in accordance with the provisions of the Working with Children (Risk Management and Screening) Act 2000.

- Assist in the development of skill and knowledge and mentoring of Legal Officers PO3 and Paralegal Officers PO2.

- Actively participate in and contribute to the development and implementation of policies and procedures which promote corporate governance and fraud control initiatives.

- Assist in the implementation of management policy and manage change within the area including encouraging and motivating staff to embrace changes with a focus on achieving Blue Card Services' objectives.
