Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

EMV has a senior leadership opportunity for a well-rounded and enthusiastic senior manager to take on a key role within its EM Technology business unit.

The General Manager Technology Strategy reports to Director Emergency Management Technology and is primarily responsibility for leading the development of the future strategy for the communications and technology requirements of the emergency management sector.

Key accountabilities include:

  • Engaging sector wide stakeholders, research partners, industry to understand current and future requirements and needs
  • The identification of Quick Wins that will transform the sector
  • Understanding the sector requirements and look to achieve whole of sector approach
  • Develop policy and technology framework to ensure all technology assets are modular in nature and have an appropriate lifecycle management
  • Ensure individual agency technology strategies cascade to a holistic EM sector wide strategy and roadmap and vis-a-versa

To be considered for this role you will have:

  • Demonstrated ‘hands on' experience in the development of ICT strategies/actions plans across broad stakeholder groups
  • Demonstrated experience in the implementation of large-scale technology projects, as an outsourced commercial service and/or in-house government capability
  • Expert level experience in using scheduling techniques including MS Project, Gantt charts, critical path, spreadsheets, macros and network diagrams
