The Entrepreneurs’ Programme (the program) delivers advice and grants to enable high-potential small and medium businesses to strengthen, grow, innovate and commercialise nationally and globally. Improving business outcomes for clients, benefits the broader economy, as well as regions, sectors and communities. The program helps businesses:

Commercialise successfully into global markets with new-to-market opportunities.

The program is looking to fill multiple vacancies at the APS 5 and APS 6 level across the Entrepreneurs’ Programme Branch.

Our Ideal Candidate

As Program Delivery Officer you will undertake complex work under broad direction. Reporting to an Assistant Manager, you will work as a member of a geographically dispersed team, collaborating with a wide range of internal and external parties, to deliver the Department’s services and grants programs on behalf of policy partners, in line with the Government’s strategic policy agenda.

You will:
Work as a member of a small to medium sized team, contribute to improvement initiatives and to the development of a positive and collaborative culture that facilitates the production of high quality work.
Coach and mentor other staff in the team, and allocate, review and provide effective feedback on work.
Under the guidance of an Assistant Manager, participate in the delivery of programs according to guidelines, performance standards, funding and program governance and the quality framework.
Support the work of committees through the provision of a secretariat function and the preparation and distribution of documents to support their work.
Contribute to the preparation of systems, standard operating procedures and templates to guide the assessment of service and grant applications.
Undertake eligibility checks and merit assessments, ensuring a high level of quality and consistency and adherence to assessment guidelines.
Manage a case load of customers and perform case management activities throughout the program process including drafting and executing contracts, ensuring milestone reporting is completed and payments are processed.
Notify customers of application outcomes, and negotiate and manage contracts and funding agreements.
Provide a first point of contact for customer queries and review issues, resolve conflict and negotiate to ensure positive outcomes; escalate complex or sensitive customer issues after identifying recommended options.
Assess project progress reports generated by grant recipients, ensuring project progress and budget management align with stated milestones and requirements.
Record program data in the Department’s online systems, ensuring data are accurate and up to date.
Prepare briefings and reports detailing the outcomes of funding rounds; contribute to the development of whole of government reporting materials, ensuring a high level of accuracy and clarity.
Participate in the post-implementation review of program management and delivery activities and contribute to the development and implementation of improvements arising from reviews.
Keep senior staff informed, escalating issues and proposing solutions on the basis of good judgment and an understanding of priorities.
Build own program delivery capability including through identifying and filling capability gaps in areas such as process understanding, technology use and stakeholder management.

Experience

Experience in the administration of grants and in applying Commonwealth grants rules and guidelines is highly desirable.
Experience in program management and/or delivery including in the application of project management frameworks and guidelines.
Experience in contract management and negotiation.
Experience in using information management systems such as document and grants management systems or financial management systems.
Eligibility

To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

These positions require a Baseline security clearance. The successful applicants will be required to obtain and maintain a clearance at this level.
