About the role
The WHS Officer is responsible for the development, implementation and continuous improvement of a WHS Management System which complies to the principles and requirements under AS 4801 and the Performance Standards for Self-Insured Employers. The position spearheads a ‘safety first and always’ culture across the company by providing leadership, strategy direction and specialist advice, and working in close consultation and collaboration with internal and external stakeholders to ensure compliance to WHS legislation, regulations and standards.
The position reports to the Plant Manager.
Key Result Area 1 – WHS Management System

Ensures the WHS Management System complies with the principles and requirements under AS 4801 Occupational Health and Safety Management Systems.

Key Result Area 2 – Effective WHS consultation

Ensures effective consultation mechanisms are established and maintained to ensure worker representative involvement in the development and review of WHS policies and procedures, and the planning, implementation and evaluation of the WHS Management System and WHS programs, strategies and initiatives in the workplace.
Ensures compliance with the consultation requirements of WHS legislation and regulations, ensures worker consultative mechanisms are capable of facilitating dialogue, seeking information or the opinions of affected workers, and giving consideration to those opinions prior to management making key decisions.
Ensures consultation, cooperation and coordination with other WHS duty holders to ensure the seamless delivery of WHS and compliance to WHS legislation and regulations.
Develops strong working relationships with relevant authorities and regulatory bodies and Return To Work maintains professional networks with external organisations and WHS practitioners.

Key Result Area 3 – WHS commitment and policy

Drives a 'safety first and always' culture across at site by providing WHS leadership, strategy direction and specialist advice to management and workers.
Ensures WHS policies and procedures are developed and reviewed in consultation with management and workers and their representatives, ensures WHS policies and procedures comply with WHS legislation and regulations

Key Result Area 4 – WHS planning

Develops a WHS Action Plan in consultation and collaboration with management and workers and their representatives; regularly monitors the Plan to ensure progress and achievement of objectives and targets; ensures the Plan is reviewed annually by the WHS/IM Management Committee to ensure continuous improvement.
Ensures the WHS Action Plan contains - strategies to measure, monitor, evaluate, and review WHS objectives and the effectiveness of the WHS Management System, program(s) to identify, evaluate and control hazards, action to correct non-compliance or address issues arising out of WHS incident investigations; training requirements for workers and management.

Key Result Area 5 – WHS implementation

Ensures WHS training is provided and delivered as planned; ensures workers and management receive information, instruction and training in order for them to carry out their WHS responsibilities effectively; procures specialist trainers as planned or as required
Ensures WHS practices are integrated into operational processes and practices.
Ensures workers are actively engaged and involved with WHS via the agreed consultative mechanisms; ensures WHS information and instruction is disseminated to workers and managers and effective feedback mechanisms are in place.
Ensures an Emergency Planning Committee (EPC and Emergency Control Organisation (ECO) are established, and Emergency Response Plan is prepared for Lobethal, periodically tested and maintained, and implemented in the event of an emergency.
Ensures an effective Hazard Management Program is implemented which includes —hazard and incident reporting and investigation; regular safety inspections and testing of the workplace; workplace registers for high risk hazards; safe work practices for known hazards; safety signage; and personal protective equipment
Ensures detailed and accurate records are maintained and sound document control practices are in place in support of the WHS Management System and legislative compliance.

Key Result Area 6 – Measurement and evaluation of WHS performance

Coordinates and participates in the WHS Audit Program; ensures audits are performed by competent internal and external personnel; ensures the outcomes of audits are documented and the necessary corrective actions) are reported, prioritised and implemented.
Monitors and keeps under review WHS performance and compliance; ensures regular reporting to HSR Committee, WHS/IM Management Committee, Executive Management and Board.

Key Result Area 7 – Continuous improvement of WHS

Prepares and submits an annual report to the WHS/IM Management Committee containing an analysis of WHS performance and compliance, details of incident trends, and recommendations for the continuous improvement of the WHS Management System
Ensures improvements are implemented to the WHS Management System as recommended or approved by Executive Management and the Board

Performs any other duties as directed or required.

Qualifications & Experience
Essential Qualifications & Experience

Certificate IV or Diploma in WHS
Minimum five years’ experience in the development, implementation and continuous improvement of WHS Management Systems and/or management of WHS at a senior level.
Experience in a Self-Insured Employer work environment

Desirable Qualifications & Experience

Tertiary qualifications in a related discipline (and/or minimum experience below)
First Aid Qualification

Experience in a Self-Insured Employer work environment and/or meat or food processing industry

Comprehensive knowledge of WHS Management Systems and AS4801
